HUMAN
RESOURCE DEVELOPMENT IN BCCL
Human
Resource Development Department in BCCL has been set up
for the development of existing Human Resources as well as future
requirements with reference to technological advances and gainful deployment of
existing manpower to fulfill demand of production vis-à-vis technology.
The
existing human resources includes Managers, Supervisors and Workers at all
levels of the company. The company is strongly committed to the development and
growth of all its employees. This is being achieved through refresher, basic
training and retraining and intensive institutional and on-the-job training.
The
HRD Department of BCCL is under the control of Director (Personnel).
To
cope up with the task emerging from strategic plan, Annual HRD Plan is worked
out every year to integrate HRD efforts. The
action plan is implemented primarily through the following Five Training
Institutes under the direct administrative control of HRD Department:
I)
Management
Development Institute(MDI):
The institute is situated at HRD Complex, HRD Deptt., Kalyan
Bhawan, Jagjivan Nagar, Dhanbad.
The following are the objectives of the Institute::
i.
To serve as premier centre for Management eduction
for executives upto middle level.
ii.
To cover, General Management, Functional, Cross-functional
Technical, Health Awareness, Computer Awareness etc programme for all
executives.
iii.
Over and above, the Institute nominates executives and other
employees for external training, conferences, seminars, workshops etc. within
the country and aborad.
iv.
To conduct coaching classes for examination for self development and
promotion.
II)
Excavation
and Mechanisation Training Institute(EMTI):
The Institute is
situated at Dhansar about 7.5 km away from HRD complex and the objectives are:
i)
To generate a pool of Skilled and Trained Manpower from new
recruitment.
ii)
To upgrade the technical skill and knowledge of existing workforce
through extensive training.
iii)
To train surplus manpower for redeployment.
The objectives are achieved through
the following programmes:
a)
Training for HEMM Operator Trainees.
b)
Refresher Training for HEMM operators.
c)
Trade Apprenticeship Training(under Apprenticeship Act 1961).
d)
Coaching classes for statutory examinations.
e)
Skill upgradation programme.
f)
Seminar/Workshop
III)
Supervisory
Development Institute(SDI):
The
Institute is situated at HRD Complex, HRD Deptt., Kalyan Bhawan, Dhanbad.
The Institute
caters the need of strengthening
supervisory capacity and update the knowledge of
supervisors at all level and workers. Training plan covers primarily the
following topics:
i)
Up-grading the technical skill and knowledge
ii)
Safety awareness
iii)
Supervisory development, Health Awareness, Para-medical programme,
Environment and Energy conservation
iv)
Female development
v)
General leadership skill development like communication, motivation
and leadership.
IV)
Mining
Training Institute (MTI):
Mining Training
Institute is situated in the premises of HRD Complex,
HRD Deptt., Kalyan Bhawan, Dhanabd
The Institute imparts
intensive training and coaching to
potential employees to enable them to obtain
qualifications for their further growth and occupy higher positions and
also to meet the statutory and other
requirements.
Training plan of the Institute consists of :
i)
Conducting of coaching
classes for various Mining, Statutory examinations being conducted by DGMS viz.
Managership(Ist Class and IInd Class)/Overmanship/Surveyorship/Sirdarship/Gas
Testing exams.
ii)
Refresher programme for all mining personnel(Executive, Supervisor
and Workers) for up- gradation of
their knowledge, skill and safety awareness and attitude.
iii)
Special programme for improvement of production and productivity of
Opencast and Underground.
V)
Coal
India Longwall Mechanisastion Training Institute, (CILMTI), Moonidih,
Coal India Longwall & Mechanization Training is located
at Moonidih, about 14 kms from
Dhanbad Railway Station on
The Training plan of the Institute are as under:-

Upgrade the knowledge and skill of employees working in Long Wall
Coal Mining Methods
·
Development of skill and technical knowledge of Technical
Supervisors and workers. Operator and Maintenance Crew.
·
Safety Awareness and
safety practices being followed
In
Underground machineries and Mining methods.
Besides the above five Institutes, Mines Vocational Training
Centres(VTCs) are also operating under the functional control of HRD
Department.
Mines
Vocational Training Centres:
VTCs
are under administrative control of Area General Manager and under functional
control of General Manager(HRD). There are 13 VTCs in the company to provide
statutory training under MVT Rules, viz. Basic, Refresher, Special and other
programmes as per Safety Conference Recommendations are being con ducted in
addition to above statutory training. Additional training is
also imparted on Gas testing, use of
Safety Lamps in different percentage of Gas in underground Mines. Besides
the above training, other special trainings are also conducted as per need of
the company.
Continuous
monitoring and follow up of all VTCs are being done in order to improve the
performance of the VTCs. Every year
a VTC competition on multiple parameters of VTCs
is being held in order to improve efficiency of VTCs.
Other
Activities:
Apart
from the above, the training of executives
of all the discipline is being arranged through Indian Institute of Coal
Management (IICM), Kanke,
Under
the Apprentices Act 1973, we provide post diploma practical training ( PDPT) to
Mining Engineering Diploma Holders as per directive of Board of Practical
Training(BOPT), Eastern Region(ER), Kolkata.
The department is also coordinating
the underground training to executives and supervisors to the sister company
like CMPDI, Northern Coalfields Limtied to enable them to acquire experience
required for statutory exams of DGMS.
