ENVIRONMENTAL MANAGEMENT SERVICES

CMPDI is routinely dealing with multi-dimensional environmental complexities of the coal and mineral sector to promote environmentally benign mining design and mitigation practices in India & abroad.

 

The services include EIA/EMPs for mining and coal beneficiation projects, planning & design of Pollution Control Facilities (Industrial & Domestic Effluent treatment Plants), Mine Closure Plan, Slope Stability analysis for dumps & high walls and regular environmental monitoring  (air, water and noise level). CMPDI also takes up environmental baseline data required for EIA/EMP studies.The environmental laboratory at CMPDI (HQ) is recognized by Central Pollution Control Board and is accredited with ISO-9001 certification.


 
CMPDI is also accreditated by National Board of Education & Training (NABET), an organ of Quality Council of India (QCI), New Delhi as an EIA Consulting Organization for two sectors namely mining of minerals including opencast / underground mining and Coal washeries as per the requirement of Ministry of Environment & Forests, Government of India.

 

1. Environmental Impact Assessment (EIA)/ Environmental Management Plan (EMP) studies for Coal Projects & Coal Beneficiation Plant to obtain Environment Clearance from Ministry of Environment & Forests.


The studies undertaken & covered in the EIA/EMP are:
A. Baseline data generation covering recording of meteorological data, measurement of ambient air & water quality, noise level, soil quality, study of land use, flora & fauna and social status of population in core & buffer zone.


B. Impact Assessment and Management Plan
This includes assessment of impact due to mining on land, air, water and noise levels, hydro-geologic regime, flora & fauna and on the society. Planning of suitable measures to reduce the environmental impact and improve the local environment through  air, water & noise abatement measures, land reclamation, green belt development, rehabilitation and resettlement (R&R), subsidence management, waste management, and  ecological restoration are also covered. More than 400 EIA/EMP studies covering opencast and underground coal/mineral mines including  coal & mineral beneficiation plants have been completed of which environmental clearance of more than 350 have been accorded by Ministry of Environment & Forests. This include EIA/EMP of coal projects of 35 MTY, pyrite mines, rare earth, gypsum and bauxite mines.


Regional Environmental Studies
Regional EIA study for coalfields covering mines and other industries has also been prepared for  Ib Valley Coalfield, Wardha Valley Coalfield and East Bokaro Coalfield.

 

2. Environmental Monitoring
The Environmental Monitoring of mining projects and coal beneficiation plants are undertaken through experienced & trained personnel in sampling & analysis for compliance of statutory directives of Ministry of Environment & Forests, Government of India and State Pollution Control Boards. Environment laboratory of CMPDI (Hq) is recognized by Central Pollution Control Board.


3. Environmental Statement and Mine Closure Plan
Annual environmental statement of different coal mining projects and Mine Closure Plan (MCP) for safe and sustainable closure of the mines in terms of guidelines issued by Ministry of Coal, Government of India are undertaken on regular basis.

 

4. Slope Stability and Soil Conservation Studies
Slope Stability Analysis of OB dumps (both external & internal) is another area of service rendered through well established Slope Stability Cell at HQ. Soil Conservation & Management Plans are also undertaken for compliance of forestry clearance requirement.
Some of the projects undertaken in the past include slope stability study for Bhurkunda Opencast Project of Central Coalfields Limited (CCL), Jayant OCP, NCL and soil erosion study of Karma, Topa, Urimari and Tapin North Opencast projects of CCL.

 

5. Engineering Services
Services for planning & design of industrial as well as domestic effluent treatment plants, water supply distribution network and water treatment facilities are provided even to the outside clients. Some of the planned & designed treatment plants are Ledo acid mine drainage,  NEC Nigahi, Jayant and Krishnashila Project of NCL, Kathara washery of CCL and domestic waste water of Regional Telecom Training Centre, BSNL, Ranchi amongst others. The ground water studies for mines in association with the experienced team of Hydro-geology Cell are also undertaken.

 

6. Land Use Planning
Environment Department, in association with Remote Sensing Cell of Geomatics Department, undertakes land use studies through satellite imagery techniques for the project as well as for urban and regional planning.

 

7. Rain Water Harvesting
Roof top rain water harvesting schemes are also planned for conservation / augmentation of precious ground water resource.

 

The consultancy services in the following specialized areas are provided:
a. Biological reclamation studies
b. OB dump reclamation studies
c. Dust survey
d. Zoning atlas including identification of environmental hot spots
e. Capacity building
f. Environmental planning for ecologically sensitive regions
g. Fly ash disposal in mining sector including its characterization and EIA/EMP
h. Research & Development in the emerging areas of mine environmental management

 

Some of the special studies undertaken in the past include:
1. Zoning Environmental Planning for Satna Limestone Belt and Korba Region for Madhya Pradesh Pollution Control Board.


2. Environmental Studies for Eco-sensitive regions namely Action Plan for eco-restoration of Aravali Hills in Gurgaon, Alwar, Chittorgarh and Udaipur Districts for Central Pollution Control Board, Delhi.


3. Carrying Capacity Studies includes Environmental Master Plan of Alwar District for Rajasthan State Pollution Control Board.


4. Capacity Building
a. Review of Mining and Environmental Policies, Legislation, Standards and Mechanism for Monitoring Compliance under Activity-I of India-Environmental Management Capacity Building Technical Assistance Project (Mining sub-component) under World Bank funding for Ministry of Environment & Forests, Government of India


b. Strengthening of Regulatory agencies at Central/State level and counterpart Institutions in the field of mining environment under  Activity-I of India-Environmental Management Capacity Building Technical Assistance Project (Mining sub-component) under World Bank funding for Ministry of Environment & Forests, Government of India.


5. Rehabilitation and Mine Closure Plan
a. Mine Closure Plan of Gorbi Mine of NCL
b. Rehabilitation Plan of small silica sand mines in Aravali Hill Region of Faridabad District


6. Fly Ash Disposal Studies
a. Fly ash disposal study of M/s Talcher Thermal Power Station of NTPC and Thermal Power Station of M/s National Aluminium Company (NALCO)
b. Hydro-geological investigation and EIA for backfilling of fly ash in Gorbi Mine void for NTPC

Research & Development


Department has undertaken and recently completed the following research projects funded by Ministry of Coal, Government of India.

  • Development of suitable biological waste water treatment technology through constructed wetlands for treatment of acid mine drainage from coal project (in progress)
  • Emission factor for mining machinery and operation in coal opencast project (completed)
  • Fly ash characterization for mine void reclamation (in progress)

Environmental Laboratory Facilities

 

CMPDI (HQ) has a well equipped state-of-art environmental laboratory to undertake the environmental monitoring of various environmental attributes. The environmental laboratory is recognized by Central Pollution Control Board and accredited with ISO-9001 certification.

The laboratory facilities includes -

    • Oxides of sulphur (SOx)

  • Water / Effluent Quality Analysis
    • Physical parameters (pH, colour, temperature, turbidity etc.)
    • Chemical characteristics (COD, heavy metals & trace metals)
    • Biological characteristics (BOD, MPN)
  • Noise Level
    • Noise intensity survey
    • Leq value of noise

 

An Atomic Absorption Spectrophotometer and Inductively Coupled Plasma (ICP) Meter have recently been commissioned to facilitate trace element analysis at ppm/ppb level.
